Good question. I'm not sure what many of the options do to be honest.

I'm not positive about this, but I'd guess it emulates the DOS version's "3D audio" option.

I can tell you one thing it does, but I don't think that was intended :-D

It messes with surround sound. I have a 7.1 system and with Audio Velocity turned on, sounds came from weird directions - e.g. I would kill a zombie somewhere in front of me with dynamite and the explosion and scream would come from somewhere behind me/the sides.

After disabling it, the positional audio is much more accurate.

Depends. Do you like the effect? You know when a car is approaching you and the sound it makes has a higher frequency than as he passes you? That lingering wroooom sound it leaves behind? That's Doppler effect.

Yes, doppler effect. I'm used to it by now, but since player speed is so high, you can hear it if you activate something like a phone and run past it.
