It is also the same location that the game saves are stored.
If you can't see an AppData folder, it means it is a hidden folder so once you are in your username folder, just go into the View tab of File explorer and tick the 'Hidden Items' box to make it appear.
Because you have uninstalled/reinstalled the game, it looks like the Nightdive Studios folder is not deleted when you uninstall it so that you don't lose your previous saves or configuration and for the same reason, not overwritten by the default settings when you reinstall it, which explains why the game keeps picking up your last messed-up setting. I don't know what the original default settings were but if the reason you could not go into the in-game options menu to change them was caused by a bad resolution change, at least that can be easily sorted by editing the seta v_width and seta v_height settings in the config file now.
Note that this will require your to re-login to steam.
