Well Blood was on GOG for almost a decade (I think) before this was remastered, so that wouldn't stop Nightdive if Activision gave the okay. But if there's nothing to really remaster then yeah ND might not want to bother.
Personally I hope they find a way to port Turok 3 and Rage Wars, despite not having PC editions currently.
Is that because you need all your games in one place on Steam? I'd encourage you to try out GOG; you don't need to use their Galaxy client, you can download the installers (all single-player is DRM-free on GOG) and add them to Steam as shortcuts via "add non-Steam game" (iirc).
