Most of the progression in the game is based on how many times and how far you progressed into the dungeon. Roine will show up playing music in front of the temple once you reach roughly floor 15. (I don't remember the exact floor, but you can check out the guides section for more detail if you are interested.)
Wind crystals can be tough to come by early. If you are low a good idea is exploring every floor of the dungeon carefully before taking the stairs down, because the monsters keep getting stronger and you don't want to miss any of the easy crystals in the early floors. If you are careful you can usually find at least one wind crystal every time you venture into the dungeon. You can also find a few crystals hidden around town to beef up your initial stock a bit. (There is one hidden just behind the temple building.)
Once you start reaching around level 4 in the dungeon you will sometimes meet people at those mid-floor check points who will offer to teleport you back to town or give you a wind crystal if they are in a good mood. You can also find the hidden dark elf settlement by taking a dark elf amulet from a slain dark elf and taking the brown stairs to floor 6. The dark elf leader will offer to teleport you out of the dungeon for gold, which is a good stop-gap measure when you are trying to build up your supply of wind crystals early.
If all that hunting for wind crystals seems tedious, you could just sell your unimportant loot to Drake at the pawn shop and put your important items in your storage chest at home. That way you can head into the dungeon with the mindset "I'll take a wind crystal out if I find one, but if not I can just fight until I lose and I'll still keep my experience and gold". Death in the dungeon isn't game over, it just teleports your out and you lose some items. This is much less punishing in the early parts of the game when you don't have many valuable items to start with and you can just keep the important things in your storage chest.
