OVR Advanced Settings not working.

I got this from Steam a couple months ago gonna be a year almost, I never got it to work, I first downloaded it and hit Start, It turned green and said Running, Then it stopped. I tried that a few hundred times but nothing changed, So I found it on GitHub and downloaded it. I got that to run but then it just showed a blank clear screen in VR. Anyone have a fix for either Steam OVR or GitHub OVR? (Edit)- I switched over to the beta verison, 1.3.5 something and now when I load in to VRC my avatar is like 10feet off the ground, my arms don't work and my head spazzes out when I look around, OVR shows an Icon at the bottom left like its working but its just a blank black screen.

ovr works fine. it just adds all its features to an button icon in the ingame steam menu you get by using the left menu trigger
