BUG: Unable to complete tutorial.

So, I was able to move unlock the Suburbs. I just completed a job when Uncle starts talking. Suddenly, it makes the city map button at the top disabled and I cannot leave the area of the apartment I just fixed. How do I fix this?

FIXED: I had to restart the game to the last save to get it working, but this is an active bug as it happened twice.

I haven't experienced any issues after these two hiccups regarding the city map becoming inactive or soft blocked. Thankfully, this one was able to be fixed easily with restarting the game.
