If you've done what is needed but still don't see the stuff, it's because you don't own the weapon and the hero yet.

i own hero and weapon, and still dont have that pack listed on steam DLC page for this game.

Even when you don't own Mr. Park the outfit will still appear under Customization. You just cannot apply it. Likewise, even if you don't have the weapon, it will still add the Majordomo skin. The one thing you should have though even if you don't have the other two is the Fear The Deer Avatar.

Go to the DLC section in the steam page. Its considered a DLC and you need to add it to your account.

Once you add it your Library from Steam you need to go into the game and check your Inbox at Haven for a message with the contents to claim.

download the DLC and it should appear in your account
make sure your steam account is linked to your game account

all i did is link my steam to my account and download dlc welcome pack

This isnt elden ring im not touching the picture to unlock access to the button so i can open the door to the lever that lowers the elevator the the ladder leading back up to the staircase that leads to 14 specific jumps or you have to do it all over again. js
