This happens sometimes when there are not enough players queueing for PVP in your region. It helps to lessen the queue times for you.
It's not really the internet isn't there. It's that you have people playing games while streaming 4K videos on their neighbors wifi across the street that they're "Borrowing".
It's the same reason Mortal Kombat had an entire anti-wifi system because Wifi alone is enough to make games run like crap and ruin the experience for everyone.
The fact there's like 6000 people playing right now and bots are involved probably means it's more due to the PVP being your first few rounds. Most games do this, even games with millions of people online, just to ease you into combat.

Like, did you know, Most Battle Royale games actually specifically put you into games loaded with bots for your first few games, and whenever you take a break? It's to encourage you by letting you think you won. You'll know when you hit the real players because suddenly the game has challenge
If youre going to add bots to a pvp mode,you should at least mark them as bots,otherwise its kinda deceitful.
I could tell I was against bots my first few matches because they were easy to down and eliminate. They were so bad at the game.
Might meet someone like me who is absolutely terrible at shooters and even misses point blank shots sometimes

Self-deprection aside, that just comes down to a skill issue (which can improve over time). Overall I find this game's version of PVP fair and enjoyable. It's definitely more balanced than Crucible or Gambit in Destiny 2.
I briefly considered mentioning how some of my matches later made me wish the enemies had been bots.
I've been playing solo and I defended the extraction against three other full teams. I already was aware from the Beta that even when you queue solo you may be against others who are grouped, but even then it seems fair.
The bots are always formatted as full lowercase with names such as splitshotman and goingforgodot.
No problem. If you're not aware the bots can serve as an ego boost to lead you to believe you are good at the PVP mode. I am Level 25 and I decided to queue and I got two others on my team who were Level 1 and 5. I knew already we were going to be against bots.
LOL one of my teammates was on mic. He was shouting and excited about his killstreak and commenting how the enemy teams were so bad. I almost didn't have the heart to tell him they were bots.
