She has a tool for every job, and if all else fails, infinite flight (with Sky-High/Bird/Mighty core) + power/dragoon lance will let you outlast any situation.
Fencer is also great but incredibly difficult to play well.
Air raider is really good on specific maps and near powerless on others.
Ranger is a good all-rounder too but weaker than the others.
Fencer can solo all of inferno with not much health, and phone in kiting much easier than WD. I prefer AR for the crazy fun flexibility of weird loadout combinations you can still win maps with. Overall if I was stuck picking only one class though it would be Fencer, even though he can't trivialize things to the degree a WD or AR can due to their outrageous damage potential, he never struggles with much either and has a wide loadout flexibility including defensive options.
Wing Diver is also a close second but doesn't require much skill. Sky Core go brrt.
In other words, YOU are the top tier class.
Dash+jump wtih full mods for and kite like hell.
Later missions our ranger was basically reduced to motorcycle+shotgun+healing tool
And driving around shotgun reviving/healing
Air raider was either mission carry or dead weight
Wing diver was kiting/Damage
Fencer was damage/kiting
Didn't read any guides either because dash canceling was *fun* in 4.1 (it really was, just a little trivializing)
That being said Air Raider is hard to rank. He struggles to be a solo monster like Fencer or maybe WD but in certain situations he can destroy an entire mission with his support.
It's relative to the other classes. His movement alone is actually something that takes a bit of practice and a lot of basic characteristics like walking speed, how fast he can move his reticle, how much recoil his cannons have, how many boosts and jumps he has, etc. vary greatly depending on your equipment setup. The other 3 classes don't have to worry about that at all, though WD has a tiny bit of energy management to deal with but nothing close to what Fencer has to account for.
