Report a translation problem
I created a custom power plan based on High-Performance and then went into the Nvidia Control Panel>Manage 3D settings>Preferred graphics processor - changed this to High-performance NVIDIA processor.
After that I can play the game at top graphical settings (albeit there aren't many!) in full screen mode as well. Low frames are gone!
Specs of mine just as an FYI to any others that may be having similar issues;

i7-8750U @ 2.20 GHz
16GB RAM
RTX 2080
Samsung SSD 970 EVO 2 TB

(replaced the factory SSD)
Laptops tend to try using the integrated gpu to save battery life by default, even gaming laptops. No clue why manufacturers of gaming laptops do not configure them to default to the gpu for actual gaming but... I guess they are the professionals in the field and would know more than me haha.
