If you do not mind spoiling yourself, you can quickly clear the game offline on easy mode to unlock the higher difficulties. You should clear offline at least once just to get the prologue and credits anyway, as playing online just gives you the "congratulations!" screen before showing the loot list.
I know these aren't the answers you want, nor do they solve your problem of not being able to find final mission games, but it is all I can say to help you.
In EDF 5, Hardest+Inferno are locked because they actually smoothed out the drop tables and give (what feels like at least) a more notable gap in how even hardest plays vs hard.
For a drops table example. Instead of EDF 4.1 "In Hardest, Level zero weapons drop all the way to mission 40". EDF 5 hardest is "Lv 37-45ish" right out the door as early as mission #4.
