Honestly unless Steam is being dumb with cloud saves or you don't have it configured right, you ought to be able to simply start the game on your old computer, have it save once (going into offline mode and then back to the title screen should do it), and then exit the game and wait for the cloud to sync before trying to load the cloud files on the other computer. Also be sure to have cloud saves enabled in the Steam settings for both computers. Failing that, you might be able to simply copy the file from one computer to the next using a flash drive or e-mailing it to yourself.
Bear in mind it has been stated that you cannot transfer save files from one Steam account to another without severe issues. If you are trying to simply use a different computer but the same Steam account, you should be fine.
