So if you haven't updated in awhile give it a shot I guess.
By the way, tried the new Nvidia drivers. No luck for me. Same problem, didn't work.
However, I am convinced you are correct about the issue being caused by Sync.
By default G Sync is enabled on full screen only on the driver settings when you install new drivers after doing some research.
I am guessing, my Laptop does not have G Sync compatibility yet, for some reason, the driver is signaling the game for G Sync only in Full screen mode. But there's no menu to disable it...
I don't know if this is a common issue (I'm not on a laptop either) with Windows 10 or Nvidia drivers but that was the only way in some games to make my GPU/CPU would ramp up when in fullscreen mode (I think windowed mode didn't give this restricted performance mode?).
I don't know how/why but it eventually fixed itself and I don't know if it was because of a Windows 10 or an Nvidia update (I also enabled "Ultimate Performance (I know it sounds ridiculous)" Power plan in the Windows "Power Options".
