If you want people to order the menu, you should play the level 16 in easy mood.
So what I typically do in that type of challenge is: Any time there is nothing going on, I make a few things and delete them.

I'm still getting upgraded items after completing levels. I play the Daily Challenge and I try to play as many mini challenges as I can also. I skip any that are negative though. And I skip any where I have to remember which order customers came in. I want to immerse. I don't want to have pressure to count heads.
And I don't want stress which is how I feel when the customers get angry.
I like the Daily Challenge because it lets me skip those negative mini challenges and still get crystals although I'm happy with the campsite I built with the items that were bought with fewer crystals.
Edit: Anyway my point is, if the person plays Daily Challenge it will add enough replays for levels that your items will eventually upgrade in those levels.
I'm having the same issue now. But I managed to get the upgrade. For me it worked to play on difficulty level expert and to play level 18 over and over again. Found that they order the menu there more often. As soon as I delivered the order I replay the level entirely. Because the chances were low that they ordered the menu again in the same session. Hope this helps!
