You mean job levels? You can't
Go into a match hide in a corner and use yell or whatever they call it to boost your attack with the squire, once you get squire up do the exact same thing to all other jobs using the squire commands.
If you want to gain JP without gaining EXP, the best way is errands, which unlock in Chapter 2. Only generics can do them, however.
Ok this makes sense thank you for the help
You can slow down the clevel xp a bit by getting jp boosting things to mitigate things a bit, such as the squire +jp passive and the deluxe accessory (which do not stack sadly).

Kinda sad myself that you can't just turn off xp gain, hopefully someone will mod that in eventually.
The best way I've ever found to hard farm JP is Accumulate with Gained JP Up from the Squire class. Here's how I always did it back in the day (PSX version)

Get 1-2 knights with Power Break and Speed Break, get into a random battle (so the mobs are even level). Kill everything except 1 mob. A goblin is usually the best as it has no long ranged attacks and their AI likes to move into positions where they're flanked already so they can Spin Punch.

Your knights pin him in place and proceed to use Power and Speed break on him FOREVER. Everyone not power/speed breaking him will use Accumulate every turn. This will net each unit 10 XP and between 30 and 70 JP per. If you want to further increase the rate that a specific unit is gaining JP (e.g they're chasing something like Hamedo or Blade Grasp) you can have Ramza use Yell for +1 speed on that unit per round, meaning they'll get their turns incrementally faster and thus be able to use Accumulate more frequently.

Doing this WILL have you outlevelling story fights fairly quickly so if you're trying to maintain the challenge in those fights this is not how you will want to do it.
If you perform an action targeting a unit lower level than you, you get less XP (and vice versa when targeting a higher level unit). If you target yourself, you get 10 XP.

If you equip the Boost JP ability (or the Ring of Aptitude from the deluxe edition, which does the same thing), you earn +50% JP while earning the same XP. If you equip the Gain JP ability, you earn JP based on the number of squares you move.

Whenever you earn JP, all of your allies in the same battle earn 25% (before applying the +50% of Boost JP, if applicable) of your JP gain in the same job as you, even if they haven't unlocked that job yet, and they don't gain any XP for it.

Several maps in the game have traps, and one of the trap types is called Degenerator. Stepping on a Degenerator trap reduces your level by 1. (Standing on a trap, using Teleport to leave, and failing the teleport chance counts as moving onto the trap, which lets you level down faster.)

If you have a Mind Flayer in your party (recruit one, or recruit another squid type monster and breed one) and they're standing next to a unit with the Beast master ability, they can use Level Drain, which reduces the target's level by 1.
Get a punching bag. Do a random battle and then take the last enemy, preferably one that doesnt hit hard and use non-damaging abilities until you are ready. The exact methodology differs depending on what classes your force has atm.

Or you can wait like 2-3 more hours and use a cheat program like Wemod or cheat engine to do it.
Picking up the crystals of fallen enemies allows you to learn some abilities. This is effectively like picking up JP.

use a chocobo instead, they heal both you and themselves
I use the level traps. That's why some of the "TIP" videos are annoy me because they clearly don't know what they're talking about when they tell everyone how to grind JP.
Yell and Throw Stones with JP Up equipped. You can max out an entire Job in a single battle against a chocobo that self heals. Tedious, sure, but it works.
You can also delevel using bard or dancer which have a smaller stat growth. Those jobs will decrease your stats less when you delevel and then you can swap to a high stat growth job to maximize your stats if you want to go the grind route.
I found an effective way to gain jp without too high of xp gain is to have a squad member who is much lower level than the people you are wanting to train (10 levels lower or more will be best, as this will reduce gained xp to 1), and then use them as a target for your abilities. You still get full jp gains for targeting someone of lower level, so you can use this to your advantage if you'd rather just train jobs without getting too high in level. Having an enemy on the board with speed broken down to 1 helps you train your people mostly undisturbed as well.

You will have to level up a bit to get the maximum effectiveness for this method, but you can still get there fairly early on, reaching maximum effectiveness as early as level 11.

And then, as others have mentioned, there are methods to reduce unit levels as well, so if you really want to min/max, that's a whole rabbit hole in and of itself to explore.
if you really want jp without exp, you could utilise passive jp gain from actions performed by allied members in battle. You go to random battle, take some units in the job you want jp in and do some actions. Improvise to do as much of those actions in one battle as you can. Cripple enemy, do mettle skills like focus or throw stones at each other then heal. Rinse and repeat. Your main guy who wants the jp without exp just watch guys in this class perform actions and you gain a part from their jp earned each time. You can theoretically master all classes without gaining exp points
