It is not possible to play on the same keyboard. It would be nice to have and we'll definitely consider it.
You are very right. Steam Remote Play Together is an extension of a Steam Remote Play feature, which is basically streaming. You share your screen with other players. It's as if you were playing on the same PC.
Other players can't use their keyboards, because Remote Play Together doesn't treat them as separate input devices. It works the same for all Steam Remote Play Together games. Similarly, if you tried connecting a second keyboard to your PC, it would be treated as the same one.
Sadly, I have no clue what could be causing this issue. I have tested this feature in Tools Up! with three other players online and it worked just fine.

You just need to launch the game, open Friends tab via Steam Overlay (by default: Shift+Tab), right-click on your friend, and select Remote Play Together. You can find more details here: https://store.steampowered.com/remoteplay/
Only one player needs to have a game :) But it is recommended for both players to have a good internet connection.
