Report a translation problem
Local co-op used to be LAN co-op, but a really long time ago. Steam even created the "LAN Co-op" category recently to avoid the confusion: https://store.steampowered.com/search/?sort_by=Released_DESC&category1=998&category3=48&os=win
So by now, we should always assume Local co-op means 2 or more people on the same PC, playing with either shared or split screen in cooperation.
You can always play local co-op games online though, using either Steam Remote Play Together or Parsec, though it probably would require joysticks on most games.
