Are there any other games like this?
I really enjoyed Blacksad, but I struggle to find other games that scratch that same itch. I just want something which can tell a cynical story with choices that feel like they matter. Maybe noir adventure games? But most of them aren't any better than Telltale jank.

Unavowed.
Not on steam, but " Discworld Noir " feels a bit similar. It's a point and click detective game set in Terry Pratchett's Discworld's universe, and has a similar atmosphere (maybe a few more humoristic moments).

But it's a really old game (published in 1999), so you won't find it on steam, but it's downloadable for free on internet (it's an abandonware game, nobody owns the rights anymore). It obviously won't be as polished, though, and might need an emulator to work properly on recent PCs

Okay not a slow burn detective story like Blacksad but Max Payne (1&2 don't know about 3) was soaked in hard boiled cynicism and for all the bullet dodging action scenes they captured the down beat gloom you might be looking for. You could hunt down a copy (iirc it when freeware) of the old 1997 Bladerunner, classic point and click with all that chewy noir goodness. Other notable entries are Blues & Bullets for it's art style and the horribly named Face Noir which is another by the numbers point and click adventure.

For something more modern but with the same 'choices matter' vibe Detroit Become Human has it's cynical moments, reflecting on humanity both positively or negatively (depending how you play it.)

Love the story and all, tried to play it for 3 times times but nope. Damn bugs or whatever they are.

It's not like Blacksad, but if you enjoy working out puzzles try Return of the Obra Dinn - made by the guy who made Papers Please and a really unique experience.
