Report a translation problem
For some reason, I'm never able to get the passport from the University connection OR from the Christian community within the chapter so I haven't managed to finish Border Crossers
(Sorry for the distract I actually am german too). Thank you for answering my question. Then I will look out for the other possibility getting this passport without the university, maybe I oversaw it.
However, it's still possible to get enough passports:
What you need to do is increase the amount of resources that you pay for them, and also ensure you send the best people (most likely multiple people).
As you mess with the settings (people on the mission, resources you're willing to pay for the passport), you should eventually notice that the number of passports you get from the mission will go up, i.e. you'll get more than one per mission.
As long as you get enough passports for the mission (can't recall exactly how many you need, five?) in total from all the passport missions (since you can do each passport mission only once each), you're set.
It's definitely much more difficult than it should be (and likely more difficult than intended).
