Even with one or two people getting arrested part way through a chapter, I was usually always still able to complete one of the "major" missions in each chapter while still either rescuing the person who was arrested, or failing that hiring a new one.
It's tough, but that's a good thing - otherwise this game wouldn't be challenging.
It's also kind of worth it to do these missions now, since one of the later patches added clearly visible rewards from them (i.e. a contact who provides something useful).
One possible tip for these types of missions, e.g. print red tracts: try:
- assigning more/different people
- adding extra required items beyond the minimum (e.g. more pieces of "evidence" or whatever its called, or more pieces of paper, i.e. more than the standard 3)
- adding other items, e.g. uniforms or the bike.
Sometimes the uniforms/bike only reduce the risk, but sometimes they also actually increase the number of things produced, which would be red tracts in this case.
Generally, adding more of the required items (in this case, evidence and/or possible piles of paper) will usually increase the items produced - once you add more than a certain threshold. And of course the skills of the people involved make a huge difference.
If you for example have three people skilled with propaganda and literacy (and possibly one or two with "eloquence"), and add extra paper and intel, you can actually produce all three needed red tracts in one go. If there's an issue with it, make sure to choose "enforce" to ensure it gets done (at the possible cost of getting an injury, arrest or even death).
This works with other similar things, such as obtaining passports for example.
What it definitely doesn't work with, is situations where you can only ever get one of the thing - for example, obtaining an SA uniform - unfortunately you can only ever get one for each event, so for that one you will need to unlock (and successfully complete) three separate actions.
By the time I finish collecting the necessary items for a mission, the chapter ends before I have the time to use the much sought after items.
Maybe a clearer vision of what is expected can help.
I spent a whole chapter distributing leaflets and painting slogans at the University to get access to one passport (the mission needs 3!) and even then I never reached the needed numbers of supporters (I guess) to access the Passport mission.
Same with the passport I'm supposed to get from "talking to key members of the Christian community in Wedding". You only gain 11 supporters each round, even with a Catholic Conservative with Inspiring trait, and after 17 rounds, I still didn't have enough to access the Passport mission.
Knowing how many supporters are needed would help.
There are a fair few missions where you can get more than the required amount of things by adding more things.
Helpful examples: intel. Usually adding more characters (especially higher skilled ones) brings up how many you can get (which I suspect everyone has figured out by now); but adding more money also helps. I usually aim to get at least 3 pieces of intel from a single intel mission.
With passports this is even more important, considering that there tend to only be three passport providers in a level, they're a pain to get, and there tends to always be one that seems to bug out (in that it should have unlocked but doesn't for some reason). But you can get all three from a single mission! Send your three best people for the job, then add more intel items until it hits three. You may need a fair few intel pieces to do this depending on the skills of your people - but usually your people can bring it up enough that a little over x2 the amount of required intel can get you 3 passports.
To be safe, I tend to increase people/things until I get a "certain" value return - that is, not "2-3" but "3", so RNG doesn't screw me by one.
Once I found out I could do this to affect how much stuff I could get per mission, I applied it whereever I could, and it made things MUCH easier. Still not a cakewalk by any means, but most of the time I could complete a major mission each chapter with 1-2 weeks still to go.
