Resistance mode: more time?
I feel the time frame of the resistance mode is a bit too short to do more elaborated actions eg. actions where you need SA uniforms AND something else. With the current time frame and the general RNG gameplay one ♥♥♥♥♥♥ up action can delay or even stop you from achieving your chapter goal.
For example I wanted to blow up the freedom bell in 36 and was on a pretty good way on it. I only missed one more explosive for a bomb. To get access to a quarry I needed to distribute books. So I started the action to buy books with a promised return between 2-4. Ofc I get only two books so I have to spend one more round resources on it to get the three books for the action. When I wanted to distribute the books my members felt spotted and aborted the mission. So I should still have the book right? Nope they are gone. Spend more time and resources on getting three new ones. Also my heat went quite up so I had to send some members into hiding; more time and resources and gone. In the end I missed one turn to accomplish my goal. So just replay the chapter (because my goal is to pull one big action in every chapter)? No I can't because there is no save for the beginning of a chapter -> replay the game.
Another problem for me is that the character trait of a member eg. traumatized shows up only AFTER the recruitment. Your resistance group only consists of paranoid and traumatized members? Bad luck for you because these traits will decrease your chances in risky action eg. stealing uniforms. Restart the game!
One thing which will increase the time problem is that you have to first uncover the map after a new chapter start which costs time as well. Sadly there is no wiki or w/e to check which parts of the map I need to uncover so I can streamline my resistance actions to my goal my efficiently.

IMO Resistance mode just doesn't feel fully flashed out and I hope it will get some rework!

same for me with the first chapter i wanted to print tracts (the red one) i was only able to print a single one ... because the time frame for the chapter is too short.

Don't agree with that. While I wasn't able to do these the first time through, after a few runs I managed to figure it out. It all comes down to planning and time management, coupled with a bit of luck (and being able to adjust your plans when things go south).

Even with one or two people getting arrested part way through a chapter, I was usually always still able to complete one of the "major" missions in each chapter while still either rescuing the person who was arrested, or failing that hiring a new one.

It's tough, but that's a good thing - otherwise this game wouldn't be challenging.

It's also kind of worth it to do these missions now, since one of the later patches added clearly visible rewards from them (i.e. a contact who provides something useful).

One possible tip for these types of missions, e.g. print red tracts: try:
- assigning more/different people
- adding extra required items beyond the minimum (e.g. more pieces of "evidence" or whatever its called, or more pieces of paper, i.e. more than the standard 3)
- adding other items, e.g. uniforms or the bike.

Sometimes the uniforms/bike only reduce the risk, but sometimes they also actually increase the number of things produced, which would be red tracts in this case.

Generally, adding more of the required items (in this case, evidence and/or possible piles of paper) will usually increase the items produced - once you add more than a certain threshold. And of course the skills of the people involved make a huge difference.

If you for example have three people skilled with propaganda and literacy (and possibly one or two with "eloquence"), and add extra paper and intel, you can actually produce all three needed red tracts in one go. If there's an issue with it, make sure to choose "enforce" to ensure it gets done (at the possible cost of getting an injury, arrest or even death).

This works with other similar things, such as obtaining passports for example.

What it definitely doesn't work with, is situations where you can only ever get one of the thing - for example, obtaining an SA uniform - unfortunately you can only ever get one for each event, so for that one you will need to unlock (and successfully complete) three separate actions.

I agree with OP. I've gone through three runs now and the time factor always prevented me from accomplishing the bigger missions.

By the time I finish collecting the necessary items for a mission, the chapter ends before I have the time to use the much sought after items.

Maybe a clearer vision of what is expected can help.
I spent a whole chapter distributing leaflets and painting slogans at the University to get access to one passport (the mission needs 3!) and even then I never reached the needed numbers of supporters (I guess) to access the Passport mission.

Same with the passport I'm supposed to get from "talking to key members of the Christian community in Wedding". You only gain 11 supporters each round, even with a Catholic Conservative with Inspiring trait, and after 17 rounds, I still didn't have enough to access the Passport mission.
Knowing how many supporters are needed would help.

Helpful examples: intel. Usually adding more characters (especially higher skilled ones) brings up how many you can get (which I suspect everyone has figured out by now); but adding more money also helps. I usually aim to get at least 3 pieces of intel from a single intel mission.

With passports this is even more important, considering that there tend to only be three passport providers in a level, they're a pain to get, and there tends to always be one that seems to bug out (in that it should have unlocked but doesn't for some reason). But you can get all three from a single mission! Send your three best people for the job, then add more intel items until it hits three. You may need a fair few intel pieces to do this depending on the skills of your people - but usually your people can bring it up enough that a little over x2 the amount of required intel can get you 3 passports.

To be safe, I tend to increase people/things until I get a "certain" value return - that is, not "2-3" but "3", so RNG doesn't screw me by one.

Once I found out I could do this to affect how much stuff I could get per mission, I applied it whereever I could, and it made things MUCH easier. Still not a cakewalk by any means, but most of the time I could complete a major mission each chapter with 1-2 weeks still to go.
