Cahara not appearing where he should?

So I freed Cahara from his cell and he did the thing he does where he steals your stuff and disappears.
But after that every guide I've found says he's supposed to appear at the end of the mines just before level 7 dungeons. But I went there and he isn't there.
(For context I have already rescued legarde from the cell and visited the ancient city) Am I now too late into the game to recruit him? Or is there some special requirement I'm not meeting?

I found him in particular by blue sin on my run.
