Red and blue mix not that effective?

The red and blue mixture is supposed to be better than just making a blue vial, but I've noticed that when used on certain characters (so far Cahara and D'arce) it heals about as much or even less than a blue vial. I assume a bug unless there is some other silent parameter that makes it more effective.

because red herb contain as "Fire" Magic and cahara armor [ leather vest ] get extra damage from 'FIRE' so any character that wear armor weak from fire will get extra heal from red herb/or any mix of it
