Skill Master Achievement, what are the requirements?

I finished the game and only have 2 achievements to get. Skill Master and the last one that unlocks when you've got all achievements.
Anyone know what the requirements are? Do I have to max all powers or is it asking me to refund my chosen skill tree and choose the other paths?
If it is indeed max out all the powers like surge and overdrive etc then that's gonna take quite a few play throughs.

Thanks for your reply. I've done that. I have the achievement for maxing out all the Melee/Ranged/Health tree. It's the other achievement that says to max out all possible nodes in skill mastery. I'm nearly there. I Played through twice today and got enough blues to max out almost most of them, just Surge and Bastion left to do. It's a nice game, thanks for your creation. I really enjoyed it. I like the fact we can reroll the gear affixes after doing a mission. It helps make a really good synergy with the skills/powers. I just wish NG+ gave us another catalyst so we can properly max out! Anyway I reckon next play through I will get it to 100%. BTW The missions are almost nearly impossible now that I must be on my 3rd or even 4th play through, simply no way of getting through enemies quick enough on the timer despite having level 178 gear and everything maxed. This does however leave me feeling that I've missed something gear/affixes/stat wise and I might try a different approach, it's probably my fault tbh.

I got 100% just now. It was indeed asking me to max out all the powers. Surge/Bastion/Overdrive etc. I just did some missions and went on a grind for blue coins.
