He was indeed a programmer for the engine and the technologies that the game used but the rest was on SD's shoulders. GOG knows about the game but cannot do anything without convincing Bethesda/Zenimax.

true and the next Problem is GOG have a high....mhhh whats the right word " elevated" they dont add trash games etc. btw. ETQW is not trash. xd And GOG working too with the Publisher and DMR Free. And they testing the Game too.

I don't think I understand. As it stands ETQW is par with GOG's quality and DRM-Free policies. Vanilla game works on Windows 10 fine, it doesn't have a copy protection and its license code requirement isn't so much different than some other games on GOG, such as UT2k4, Q3A, RtCW, Neverwinter Nights Diamond (formerly). Yes, it might require few, minor tweaks just like many games on GOG; yes its anti-cheat software is unsupported, just like many multiplayer games on GOG. So, the issue isn't GOG. It's Bethesda/Zenimax's negligence.
Another thing that was absolutely amazing was the fact that it didn't really need any gamer nannies or babysitters either.
