Steam provides only demo client. But GNU/Linux and Windows standalone servers for both full game and demo are available at Splash Damage's website:

If you set a demo server in Europe, let me know. You are from US though...
Edit: Now, I have just checked SteamDB, ETQW did have "Enemy Territory: QUAKE Wars Dedicated Server" but it is not possible to "request license" for it. Other saying; it cannot be activated. Besides, it is not a demo server.

Yes, overwrite the demo version on Steam with full retail version. It works.
Demo works very well on Linux.
