Black bars CS 1.6!
On resolution 800x600!

HOW TO FIX IT?

Because 800x600 is a 4:3 resolution,not a widescreen. :)
use this launchoption to stretch your screen -stretchaspect

right click counter-strike in your games list tab then right click properties then the general tab then you see set launch options copy and paste either of these into the set launch options box -stretchaspect or -nofbo used with -nomsaa this should deffinetely work if not try verifying integrity of game cache
