What resolution do you play at?
What settings do you use? rate, cl_cmdrate, cl_updaterate, ex_interp.
If you play at a high resolution it may increase your perceived recoil, but it shouldn't affect you very much.
If your rates are to high you maybe experiencing choke which can cause some packet loss which may cause poor hit registration.
I usually only play at 640x480. I have played at slightly higher resolutions, but I never exceed 1024x768. 800x600 is a good middle ground. Higher resolutions may increase your perceived recoil although it shouldn't really affect your registration.
If you are using high rate settings try lowering them a bit.
Here are the settings I generally use:
rate 100000
cl_updaterate 101
cl_cmdrate 105
ex_interp 0.01
If I am having registration problems I will lower my cl_updaterate and cl_cmdrate into the 70-80 range. I will also use the default ex_interp 0.1.

rate 25k
cl_cmd 101
cl_up 101
fps_max 101( i tried 99.5,99 nothing changed)
ex_interp 0.1 ( but i tried 0.01,0.05,0.03)
cl_dynamiccrosshair 0
hud_fastswitch 1
brightness 3
resolation 800x600
crosshair medium
and i tried all rates & resolation nothing change Did you ever read this topic ?http://forums.steampowered.com/forums/showthread.php?t=781721
and i see, you also have the same problem. Your bullets are not going smoothly.
Check this GOOD RECOIL

and BAD RECOIL
==> http://vimeo.com/13240135
u see difference?
The so called bad recoil looks like normal recoil to me.
I have played this game since early 1.3 and I have never seen a deagle have recoil like what was shown in the good recoil video.
If he had been firing at a slightly slower rate the recoil would have been a little more believable, but he was rapid firing it and had almost no recoil. That can't be legit imo.
he should have died with the first bullet in the head , instead i'm gettign tormented :/
so how can you explain this ♥♥♥♥?
I think you need to aim a little higher for a better chance of a headshot imo, but I have always been more of a sprayer than a precision shooter so take it with a grain of salt.
I generally aim about where you seem to in the video upper chest/neck level and burst/spray depending on the gun and I may aim even lower depending on the gun. I kill most enemies relying on sheer volume of bullets rather than headshots unless I have an AK47 and sometimes an M4a1.
If you want to get more headshots I think you need to try aiming higher until you find the sweet spot.
