CS 1.6 can't hear players speaking in microphone.

I can't hear others but they can hear me apparently.
Receiving doesn't work at all. When people talk I see their name display on the right hand side but it flashes very rapidly (keeps disappearing) and I don't hear any sound at all from their mic.

However, I've tested sending mic transmissions and the players say they can hear me.
I searched it on internet and they say its about latest update thing and the servers i entered is not updated to this latest update. so what can i do to hear them ? any suggestion please help.

UPDATE ABOUT THIS DISSCUSION ; I WON'T USE THIS PATCH ANYMORE BECAUSE DEAR VALVES UPDATES MAKE GAME CRASH WITH THIS PATCH. I DONT KNOW ANY WAY TO HEAR NON-STEAM PLAYERS AND THEREFORE I QUIT PLAYING GAME.
