Actually, I noticed that it reduces crosshair opening when moving. But when comes to shooting it is still dynamic.
And you can't remove it.
It's a part of almost all valve FPS games.

Well, I guess you have not played CSS and CS:GO
Its called "dynamic crosshair turned off".
In CSS you can turn off dynamic crosshair, and while you still got recoil, your crosshair does not get bigger when you are shooting - in CS:GO too.
This is called knowledge man....
Play in lower resolution will reduce the whole size of crosshair, but it will be more ugly.
