If it's not possible, then make a server using HLDS (dedicated server). This is temporary if you want to have a taste at how to run a server using the tools given to you by default. If you want to have a fully fledged server with commands, then the only way to do it is to search for a provider to host your server on. Although I'm not sure where you may come from, most server providers happen to be in EU, Germany/Lithuania/Latvia/Estonia/etc.
If you're a 'murican or Aussie, then unfortunately luck is not on your side as I don't know any provider that hosts servers in either of these regions.
or get a linux Vserver and set it up .. i posted a Steamcmd toouturial in the Linux server section a few month ago including startscript via screen mod
