Which version are you using?

You can find this information on the beta's tab of the game properties, where the selection 'none' would be the 25th anniversary edition.

I used 25th anniversary edition.
Try selecting the steam_legacy beta.

Not working
Try starting the game with the launch option: -soft

Setting the Launch Option -autoconfig
  1. Open Steam and go to the "Library".
  2. Right-click the game which needs to be reconfigured.
  3. Select "Properties" from the menu.
  4. Click the "Set launch options..." button.
  5. Remove any launch options currently shown.
  6. Type -soft in the box.
  7. Close the window.

Report back if the game launches or not, this is not a fix but rather a workaround in bypassing OpenGL with Software Mode.

Still not working.
maybe its windows 11 fault.
Very possibly, there have been other games such as Sid Meier's Civilization V that have been having issues launching on Windows 11 lately.

Have you tried launching with the Windows Compatibility Troubleshooter?
