Counter-Strike 1.6 : Could not load library , how to fix ?

I have been messing with things and maybe like others have discovered that if you do not own Half-Life or do not have it installed you will get the message Could Not Load Library.

If you do own Half-Life and have it installed, launching Counter-Strike will launch Half-Life instead. This problem was caused by the last update and I doubt it can be fixed by anyone but Valve.

For whatever reason Steam is trying to launch Half-Life instead of Counter-Strike.

If you look close , you will se that Counter-Strike 1.6 it's not installed in your computer . Cstrike disappeared from Steam Folder .
