CS 1.6 could not load library

♥♥♥♥ this ♥♥♥♥. yesterday i played counter strike and i reinstalled the windows, after the instalation i installed steam and the counter strike give me the error " could not load library "

I went to download steam.rar but downloads as a notepad or adobe. nothing to unzip or extract to the file. any suggestions?

downloaded this .rar file..

and extract it here..
C/program files(x86)/steam/steamapps/common/half-life/
run the game and enjoy...

I have same problem, when i try to open counter strike 1.6 it says could not load library H75w

When I open the counter strike it opens and appears Half Life Could Not load library.
Someone already has a solution?

just do System Restore tool to return your computer to a previous state.. that done my prob.
