How do i add custom sprays?

Put the tempdecal.wad file into your cstrike folder. If you're making a spray of your own, you need a decal converter app to convert an image of your choice into a spray for the game.

where exactly in the cstrike folder since you have multiple choices in it? Also where is the tempdecal.wad file?

tempdecal.wad is the image file for the tag but converted into the game compatible format.
Loof for that file inside steam directory to find the proper folder where you can replace it with your own.

Keep in mind you need to make the file 'read only' to avoid any reset of your file by the game.
