If you want Vertical Sync on/off for a specific game, choose the "Program Settings" tab.
Vertical synchronization is a video setting for Counter-Strike & Nvidia. If enabled, it will prevent your video card from doing anything visible to the display memory until the monitor finishes its current refresh cycle. Assuming you're on a 60Hz monitor, this is likely the cause.

Steam > Help > System Information
