Go to the Library: Once Steam is open, you'll see several tabs at the top of the screen. One of these tabs is labeled "Library." Click on this tab to view all the games you've installed or purchased with Steam.
Find Counter-Strike 1.6: You'll see a list of games in the Library. Scroll through this list or type "Counter-Strike 1.6" into the search bar at the top to find the game quickly. Click on it once you've found it.
Open the game's Properties: After clicking on Counter-Strike 1.6 in your library, you'll want to access its properties. To do this, right-click on the game to bring up a small menu, then select the "Properties" option.
Find the Local Files tab: In the Properties window, there are several tabs at the top. Click on the one that says "Local Files."
Verify Integrity of Game Files: In the Local Files tab, there's a button that says "Verify Integrity of Game Files." This is what you want to click on. It might take a few minutes for Steam to check all your game files, but it will find and replace any that are missing or damaged.
At this point, you should let Steam do its thing. It's checking all the files on your computer against the ones it has on its servers. If it finds that the hl.exe file is missing, it will automatically download and install a new copy for you.
When the process is complete, you should be able to play Counter-Strike 1.6 again without any issues. This process won't affect your game progress or settings, but it might overwrite any mods or custom files you've added to the game.
If you're still having trouble after this, I recommend contacting Steam Support. They can guide you through more specific troubleshooting steps.
