Mouse - CS 1.6 Automatically turns on windows Enhance Pointer Precision.

Hello everyone.

Recently, everytime I launch CS 1.6 it changes Windows Mouse Pointer Settings and turns Enhanced Pointer Precision ON. Currently I have to constantly check it back off every time I want to start playing CS 1.6. I searched for a fix online without success. It's really damn annoying.
Even my m_rawinput is "1" in game.

Someone help please.
