If you're running Windows 10 I suggest you read this thread:
http://steamcommunity.com/app/10/discussions/0/1480982338966830043/

If the solutions mentioned in the link above doesn't fix your issue, post the OS + hardware + graphics driver version you're running.

Hello!.
Try to disable the HD models and lower the resolution to 1280x1024 in panoramic view.

go into your console and type fps_override 1

I had the same issues with nvidia once. fps_override 1 fps_max x and vsync was enabled.
My solution was: Downloading the "Nvidia Inspector". Download it and watch a video tutorial on how to set the fps. It only takes 2 minutes but it works.

Ensure that V-Sync is disabled both ingame and in Nvidia Control Panel.

To disable V-Sync in Counter-Strike
  • Navigate Ingame to Options > Video, and uncheck/disable "Wait for vertical sync"
    or
  • Type the following in console (assuming you're running OpenGL)
    gl_vsync 0

To disable V-Sync in your Nvidia driver
  1. Navigate to Control Panel > NVIDIA Control Panel
or Control Panel > Appearance and Personalization > NVIDIA Control Panel
  2. Click on "Manage 3D settings"
  3. Select the "Global Settings" tab
  4. Scroll down until you see "Vertical sync".
  5. Click on the "Vertical sync" line and choose "Off" from the drop down.

If you want Vertical Sync on/off for a specific game, choose the "Program Settings" tab.

Vertical synchronization is a video setting for Counter-Strike & Nvidia. If enabled, it will prevent your video card from doing anything visible to the display memory until the monitor finishes its current refresh cycle. Assuming you're on a 60Hz monitor, this is likely the cause.

i have already done that.

If i disable intel hd famaly graphics card, my fps goes to normal, but the browser and everything goes very slow. I think this is a problem with the intel graphic card. I cant update it, because there are no drivers available

If in the window mode 100 fps, and in full screen mode 60 fps and in-sync is disabled, only "disable optimization in full screen"

I've already fix it... I stopped a Razer service/process "GameScannerDevice". I think that was the problem.... Thanks to everyone

Hi guys,

I have the same problem stated on this thread.
100 FPS running in window mode, stuck on 60 fps full screen on Steam CS 1.6

I have a laptop with an external monitor connected to it through HDMI cable.
Laptop specs:
ASUS K55V
Intel Core i7-3630QM CPU
64 bit OS
nvidia Geforce 635m

I disabled vsync on both the game and nvidia control panel, also change fps max, fps override, gl_vsync, etc. nothing worked so far..
Tried to disable otimization full screen on hl.exe, dindt work
Automatically updated NVIDIA drivers through windows also

Any thoughts on this?
