It was there you dingus, years where you were an infant. Valve ruined the game for the sakes for bringing peoples attention to play CS:GO in 2012/13. That also applies to the infamous mouse update and bot removal.
It's like you've never played the steam version before 2013. Please, check mouse update discussion thread from that period and you'll see how many people got frustrated about it. There was no such thing as a mouse glitch/bug, the game worked flawlessly good within the golden ages. The official CS 1.6 menu music was there but removed without any reasons. Pretty much a lot of people gave up on the game of that update and the decline of competitive matchmaking. This is all just business.
Search through the web "Gametracker" and you'll see thousands of legit cs 1.6 servers.
Thought you didn't know, well if you search low-ranked server then yeah, of course you'll see botted servers.
Yeah that totally sucks, happens on Half-Life servers too. But not all of the server are like that though. Note: I think it's related to the map files or .bsp
I'll send you some servers, but still not all of the servers on the list are bad, you just need to specify which ones are legit
