Setmaster: Unknown command enable

Well hello, this is a bit embarrassing, but I'm trying to play this game pirated with a friend since he doesn't have it for Steam, but when he tries to launch the server he gets the following error message
Setmaster: Unknown command enable
Could not establish connection to Steam servers.

He has Steam installed too, so not if that may be the problem.
PS: we both live in venezuela, so spending money on a game can require a huge investment, so he does not have the game legally.
