If you have your settings correct, the "Steam version" will be snappy and responsive.
You could (and still can if you find the right people) buy the disk version of the original Counter-Strike and install it onto your PC and it would be legitimate. Disks were common in the 2000s and there were some pretty nifty easter eggs if you happen to have a disk tray with a blank CD/DVD :^)
You're also technically right but 99% of the time people are referring to non-steam as the cracked client.
Can you tell me how does it differ so much from the steam version?
FPS? Spray pattern? Movement? UI?
But this is probably NOT an issue. I run 1.6 just fine, I don't use raw input (there doesn't seem to be a significant difference from using it at least for me.) and I have no delays. And I play on Linux so there's really no excuse for a mouse delay problem only on the non-Steam version.
The only thing I can tell you is to check your configs and compare them.
On Windows m_rawinput makes a huge difference. I personally couldn't stand it being 0 on Windows (7) since it added a very strange feeling to it. Cracked clients do stuff behind closed curtains, that's what makes the transition very hard since Steam uses launch options to give people a choice but at the same time cracked client includes settings without the user even knowing. Sometimes the config file doesn't even know about it.

Windows 7 does indeed have a huge difference in raw input though.
VAC does not affect FPS at all since it's not hardware or kernel based.
There is a lot of things.
The game files are owned by Valve.
When you purchase a game on Steam, you obtain a license.
Downloading the game from torrented or otherwise 'borrowed' websites; is piracy.
The Steam version of CS 1.6 is perfectly fine without performance issues.
If you disable VSYNC and some other key settings, all should be well.
Pirated versions of the game have these settings already configured in SOME cases.
That is why, the 'uneducated' or rather ignorant will say it is better.
