If you suspect your config has been tampered with, keep reading.

Delete config.cfg located in:
<Steam Installation Directory>\steamapps\common\Half-Life\cstrike\

Then relaunch Counter-Strike, configure your settings then see the link above to set your config.cfg to Read-only. Once that's done try to reconnect to the server you got the error with.

The only thing that will be a bother with read-only (if you don't have an autoexec.cfg) is you'll have to unset read-only to edit your config then set it back on once you're done.
