Mouse is "sticky"
Whenever I lift and lower my mouse, when the mouse touches the desk again, there is a split moment for when I can't move it at all, and then it'll act normal. This never happens in CSGO, but does in CS 1.6. I wanted to get into 1.6 because of hackers in GO, but this mouse problem is a deal breaker. Do you know how to fix it?

doubtfully it's caused by ingame mouse acceleration.. try this launch option setting
"-noforcemparms -noforcemaccel -noforcemspd"
it works for me :)

Thanks! This actually really smoothens out the experience more than anything! But this wasn't the problem.

I've fixed it now.

For those wanting a fix, it had to do with my polling rate (I think). Razer mice allow you to adjust your polling rate to 125, 500, and 1000. I think it's a combination of me having a 144hz monitor and a polling rate of 125 that made my mouse sticky whenever it touched the floor. Anyways, increasing that polling rate from 125 (I remember a thing with Gold Source not being able to respond with higher polls but I believe it's fixed now) to 500.

I noticed it was a problem at the windows desktop, but when I went to CSGO, it went away, and it also went away on desktop, so it must have been with my Razer Synapse Custom Game Mouse Settings rather than with the game.
