The other factions
I really don't want to destroy the unique feeling for the different races. Therefor I am not interested in adding for example many firearm units to the Vampires, Chaos, Greenskins, Wood Elves and Beastmen. Vampires only get two firearm units, limited with a faction cap, which means they only will be seen rarely. Greenskins have no firearm units, because of missing animations, but they have new and rare units like Bomb Arrers and Suicide bombers.
The Chaos Warriors are more an exception, as they use many Chaos Dwarf units, which was a lorefriendly way to give them access to standard firearm units. This makes the Chaos Warriors an interesting enemy, while most other enemies of Humans and Dwarfs will lack firearms nearly completely.
Chaos Warrior still don't rely as much on firearm weapons as Humans or Dwarfs. The first Chaos invasion will have ~10% Chaos Dwarf Thunderers and the second ~15-25% modern firearm units. Empire, Bretonnia and Dwarfs use 50-60% ranged units.

About Unit Recruitment
The new units for Empire, Bretonnia and Dwarfs are recruitable in four phases reflecting their different time periods.

1. The first phases is similar to vanilla warhammer with some more melee units available from the start and with little buffed handgunners/thunderers.
2. The second phase is reflecting warfare of the 18. century with units like "Line Infantry", "Imperial Guard" and Cuirassiers.
3. The third phase is reflecting the 19. century with many units with decreased reload times like the "Empire Rifleman" and specialised units like the Dwarfen Snipers and the human "Marksmen".
4. The fourth phase brings even moderner units of the timespan 1860-1900 like "Repeater Rifleman", Gatling guns (using the model of the hellblaster volley gun) or the "Hellthunderers" a dwarfen unit equipped with primitive automatic pistols and an unbeliveable firepower.
