This looks like it desperately needs some sort of "un-deadly"-approch option.
Basically look at S.W.A.T. 4. You could go through all the levels and try to not kill or harm any of the suspects for extra points and the biggest possible challenge.
If you put that in it seems like it could become really intresting!

The tools they implemented ranged from tasers over beanbag-shotgunshells, pepper-filled paintballs, several less than lethal grenades, etc.

You're right, but we're focusing on the tactical "lethal" part first as we can't do the game without that; Before the end we'd surely like to add less than lethal options :)
