Does this have a stabilizer like SAI does?
I use SAI almost exclusively since the stabilizer helps when doing lineart. However, it hasn't been really updated for the last six years. Does openCanvas have a brush stabilizer or are there plans to add it in a future release?

According to another user, it's called the Sharpen Level utility. It makes the program compensate for human error, I'm assuming. There's another discussion on here that I made asking this question.

Yes, it's the "Sharpen" option on the brush window. Make things slower, but the lineart gets more stable. Personally I never go above 8 on the setting, and that's pretty rare already, but of course that's just me.
