Aiming down sights like you want can be achieved primarily by two methods. Scripting every weapon so that it uses sniper zoom, or animating the weapon so that it aims down the sights.
With the scripting method, everything will use the scope lens, as there's only one programmed into the game, plus you won't be able to use it in most servers.
As for the animating method, a few mods actually exist for that. However, it means every time you stop moving, you'll start looking down the sights. It can be distracting at times.
