It's almost a Sandbox, technically it's a TPS Open World game, but sandbox and open world are usually used as synonyms, so we could say that GTA is a Sandbox.

Only by people using them incorrectly. Just because one has some elements of the other, that doesn't mean you can use the two terms interchangeably. A square is a rectangle, but a rectangle is not a square.
