Hello everyone. Is it okay to make game based on someone else universe (like Adventure time or Fate: zero) and put it on greenlight? If no, what and who permision you need to have?

You probably need to have the permission of whoever created the original work.

But asking for legal advice on the internet is a very bad idea. go to a law firm and ask for proper legal advice from a lawyer. preferebly one that specializes in copyrights.

He is right. You need to get permission from creator's original work. But you can't steal anyone's games/covers or anything at least you have to be creativity.
