Draining bolt only deals a small amount of damage, but if you hit with it, you restore a much larger amount of health. I forget my numbers right now, but I want to say it's about 50-80. Also, dual casting will be one of my priorities when I resume working on this. =)
I think that i have read in the posts that Vladymir sells the spells tomes when you reach the school level needed (think that makes me feel that he didn't have all spells availables in my last post), if it is true i think i find a bug becouse he sells (Alteration) Masochism and (Restoration) Greater Bloodguard with less than 50 in each school of magic.
Drain Live improves Alteration instead of Destruction.
Life Leech description says that he spends 0 health but it spends 50 health.
Masochism protects from spells granting the health restoration effect too.

It's been a while since I've worked on this, but I'm pretty sure he just casts blood cannon.
In first time, Vladimyr doesn't have their cloak hood dressed and i cant find 3 spells tomes (Blood Cannon, Bloodstorm and Riot). And at least, i dont understand the "Siphon" spell and how the Destruction skill level affects to the spells, becouse the only think that limits me is my health pool.

Well my original intention when I started this was to make a perk tree for these spells, instead of classifying them under the current schools, but unfortunately the only way to do that is to overwrite a previous tree(I believe skyre does this). I didn't want to alienate anyone by doing that however.
Currently they should function with any flavor of magic scaling mod you might encounter(including skyre!), based on the school they're from. The damage/duration should increase while the health cost stays static. Hope that helps!
